Multi Stakeholder Consultation on Multi Purpose Cyclone Shleter (MPCS)

Under the World Bank-supported National Cyclone Risk Mitigation Project (NCRMP), 29 disaster-resistant shelters were constructed in Una, Kodinar, Sutrapada, and Veraval talukas, with a total of 76 shelters built in the state. The shelters aim to provide rescue and protection from cyclones and calamities in coastal areas. The community, led by the Panchayat, is entrusted with the use, maintenance, and management of these shelters.

A one-day consultation involving Panchayat representatives, Talati, and other stakeholders discussed the transfer of shelter management responsibilities to the Gram Panchayat, emphasizing components such as construction, maintenance, and the role of Cyclone Shelter Management and Maintenance Committees (CSMMC). The event highlighted the need for training, drills, and public awareness during peacetime, suggesting the shelters’ use for community activities to generate income for maintenance.

During group discussions, key points emerged, including the registration of Shelter Management Committees, financial management, and utilization of government funds for maintenance. Technical insights addressed equipment, electricity connection transfer, and periodic maintenance checks. It was decided that Sarpanch and Panchayat Minister (Talati) would coordinate with authorities for follow-up actions.

The discussion concluded with a plan for Panchayat-level meetings to involve community organizations in strategic planning. Suggestions included treating shelters as Panchayat properties and integrating them into the Panchayat Level Development Plan for funding. The program ended with gratitude to participants and organizers, emphasizing the effectiveness of the workshop.
